Legal Question in Consumer Law in India
i had book a flat in new mumbai in sept.2009, i had paid the flat cost with the help of bank loan,
but the builder is asking for water & electricity charges of 171000/-, in cash and without receipt,
also he had also raised the flat cost by 1,00,000/- due to increase in cost sand, grid, and steel
material which is also mentioned in the agreement. pleased suggest me the wether i have to pay the water n electricity charges in cash as he is not giving me any receipt for this.

ask him the reason for not giving receipt when he asks payment in cash
