Legal Question in Consumer Law in India

I have bought a flat 2 years back. Now I want to sell it and the builder is asking for Rs.75000/- to give me the Sanctioned layout plan copy, the building completion certificate and his No Objection certificate. What do I do now ? how can I file a legal case against him. Please help. Thank you.

Issue Lawyer notice and file a consumer complaint against him for issue of the documents and mental agony and costs.
