Legal Question in Consumer Law in India
I would like to know whether buyer of a flat is a consumer? can we lodge a complaint in the consumer forum against the builder for delaying the formation of society and not giving occupation certificate due to non completion of one floor.

The answer to your both question is big YES. But you can file a complaint before CCI (Competition Commission of India) too for a quick remedy.

The buyer of a flat is a consumer as per consumer protection act and his complaint is maintenable.

Yes of course the buyer of flat is a consumer. Yes you can lodge complaint for delaying formation of society and for not giving O.C. on the ground of deficiency in service in the consumer forum.
