can consumer file complaint before the consumer forum against bank for stop payment of cheque issued with respect of loan amount

YES, IF DESPITE THE STOP PAYMENT, BANK HAS RELEASE THE AMOUNT THEN HE HAS A GOOD CASE TO FIGHT.

Yes, But you may also approach to the Nodal officer of concerned Bank,who is
responsible to sort out any grievance and or respectie Banking Ombudsman
working in your Bank's jurisdiction area.

no, the complainant cannot be filed solely for the purpose of stopping the cheque. it has to be filed for any deficiency of service of the bank of any illegality committed and stopping of the cheque may be an interim order of the court.
