regarding consumer law
A person who does not have bank account in the bank and he wants to open a new bank accountin the bank.Can he may come in the definition of consumer?

He is not a consumer until the relationship starts with the Bank as a banker-customer. In other words, he will be covered in the definition of 'consumer' after account is opened.

As soon as a person opens account with Bank, relationship of Banker and Customer is developed, and he comes within the definition of "Customer" as well as "Consumer".
