means you have failed to do what you were expected . The person fails in taking utmost care and fials to comply his duty is called deficiency of service

The term "deficiency of service" has been adequately defined in the Consumer Protection Act. You should provide facts of your case to see if your complaint will fall within the ambit and scope of that definition?
