Cooperative society
Is it mandatory to pay full maintenence and service chrges if a flat is not occupied for a lengthy period.. say 1 year even when no service has been availed by the member?

Yes, it is. However, it will also depend upon bye-laws of the Society and the contract you have executed at the time of purchase/delivery of flat.
