Legal Question in Consumer Law in India

internal leakage

i live in mumbai and the family living below us dont live there but rent it thru out the year. Their toilet ceiling leaks and they sent several plumbers to our house who confirmed there is no leakage from our bathroom floor. now they want us to bear the expenses and want to pass a law in the agm meet that for internal leakage issues 50 % amt has to be borne by the people living above. we cant agree to this as there is no leakage from our house. I would like to know if there are any laws about this and how to get out of this as they dont have any confirmation about leakage from our floor. please help.

Re: internal leakage
