can a medical practitioner who has completed his mbbs and superspecialty training but yet to get the final certificate for the superspeciality can practise the superspeciality neurosurgery without legal hassles

he cant practise without final certificate and other formalities.

Superspeciality for surgery is something different from MBBS. Unless you are authorised to do surgery you cannot undertake surgery. So you cannot practice neurosurgery without the certificate for the same.
