can a Partnership firm can enter in a rent agreement both as owner or tanant and
and if yes than rent agreement would be by the name of partnership firm or its partner.

A partnership firm is NOT a "legal entity". the partners may bind the firm. depending upon your business /accounting situation, any one can execute the agreement.
