Is payer of property tax a consumer?
The Municipal Corporation of Delhi admittedly charged excess property tax from a property owner and accepts its liability to refund the excess charged, but is not doing so in spite of reminders.
Is the payer of property tax a consumer? Can he file a complaint in a Consumer Forum? If yes, please give case law in support.

yes, he is a consumer as he is paying taxes for the services offered by the Municipal Corporation

Sir,
There are different and conflicting views about this issue. Few courts have held that taxing is a soverign funciton of state, and a person paying tax is not a consumer, and other view say that such tax payers are consumer.
But u can take chance to file consumer compliant, and claim refund of excess balance. Your success dpeends on view of court
