Legal Question in Consumer Law in India

I have purchased a flat in Airoli, Navi mumbai..

And it is nearing 2 year... the builder has not given us OC (Occupancy Certificate) of the building.

I have contacted a local layer, he suggested to file a Case againts the Builder in Consumer Court.

But the problem is the builder has changed his address and we are unable to find his address.

His cell phone is working, but he not willing to give the address.

Contacted local police station.. but they are not ready to help.

What to do .........................Pl guide???

In case police station unwilling to register your case, write down your problem in detail

and send the same to the police station through regd.post soliciting their help with a

copy to S D P.O. or S.P, and S.D.O./or District Magistrate of respective district. Since

administration has police network and intelligence,and they are also legally duty bound

to do so to impart criminal justice.

you have to find the address somehow but at this stage you may send the notice to last known address.
