Legal Question in Consumer Law in India

We have purchased a flat in oberoi spring, mumbai .We are second owner of flat ,first owner had purchased that flat directly from builder ,then after socety has been created , last month we have purchased that flat . We have done registration and paid transfer charge of 25000 Rs. to society also . But now society is demanding 275000 Rs. for club membership transfer , for that first owner had already paid 100000Rs. to builder . So my question is that , club membership also get transfer , when wer are buying the flat or really it is must to pay club membership charges everytime , if any one is going to purchase the flat

go through the terms and condition of transfer and clear with builder as well as last owner

usually transfer carries all the debts related ....provided any exception written in agreements
