i have register 2bhk flat but direction wise i want to take another in same building. can i do this in without paying more charges or already paid registration charges for 1st flat.

By way of 'Rectification Deed', you can do so. But, registration fees cannot be avoided. (If the previous registration was done in recent past and the 'guide-line value of the property' is not appreciated to a higher level, you need to pay less stamp-fee and registration fee for the rectification deed.
Another method is to execute an 'Exchange Deed' by which a property can be exchanged with another property owner (in your case, builder).
For clarity, it is advised to visit the Registrar Office of the locality where the property is situated.
