Consumer protection act of 1986 had classified �failure to hand over registration documents at the time of handing over a jeep purchased by a consumer as a defcct� Applying logic, can we say �failure to hand over approved drawings of a building constructed by a builder at the time of handing over to a consumer� as a defect and the builder sued in consumer dispute courts? Also knowing well harm may be caused to a building , like demolition, a builder constructs a house with out obtaining proper statutory permission to construct from concerned authorities , completes a construction and hands it over to an investor, can we say the builder has cheated the investor and criminal case lodged against him?
