sir the order was passed in a consumer case on 30.05.10 and received on 15.06.10. execution petition was filed on 19.8.10 and now i would like to know within what time will court pass orders for attachment if we dont respond to the execution petition

To begin with, this should have been the question. You have put in series of question with no relevance to these facts.
If the person has filed an application under section 25, you will get notice to respond. However, if the application is under section 27 which is penal provision, you have to cause appearance in person to explain why the order was not complied with. You may wait till you get the notice to see whether it is section 25 or 27 CPAct.
Meanwhile, if you are aggrieved with the order dated 30.5.10 and received on 15.6.10, you may file an appeal before the state commission or national commission as the case may be i.e order passed by district forum or state commission and request for stay of execution.
