Legal Question in Consumer Law in India

street light

The company providing the service of electricity in Delhi is BSES. On one hand they made a daily power cut of 3 to 4 hrs due to non availability of power and on the other hand there was a wastage of power by street lights which are ON in day time. My question is - Are the company held liable for power cut and compensate the public for non rendering of service.
