Time limitation
I had followed a case with district consumer forum against a builder for long delay (from 1996)in competition /escalation of construction costs charges in respect of a cottage at Kodaikanal India.I got an order binding the builder to complete the construction without escalation charges in a month�s time on 23rd March 2006. The builder handed over the building on 2nd May 2006. As I was away from India I could not proceed with the process of getting electrical connection until April 2007.
By end of Aprril 2007 I came to know though the land in which my cottage was constructed stood in my name as per official records of local panchayat, the builder had constructed with out clearance from rural development officials for layout / building plan. Both District/State consumer forums refused to take action on the builder as a follow up of the original order as I had not come up with complaint on the matter in the original petition. The final verdict came in Oct 2008.
If I decide to make a fresh petition in the matter will the consumer forum take time limitation factor(2 years) from the day the original order was pronounced or the final order of the State Commission.?

In case which had gone to the court, examination of the pleadings and court orders may become important before rendering any appropriate opinion. You may, therefore, better contact a local lawyer by showing him all your papers.
