can a bank after giving no dues certificate & discharging maortgages

1. make a payment on behalf of borrower , that too without informing borrower?

2. can bank sue borrower 7 GUARANTER AFTER GIVING NO DUES CERTIFICATE , DISCAHRGING MORGAGES FOR RECOVERY OF SUCH PAYMENT IN DRT?
