Legal Question in Credit and Debt Law in India

I have being cheated by one person named ashok kharat for Rs. 1,50,000. he is leaving at 181 A, kannamwar nagar, vikroli east. I have submited a complaint in bhandup police station. Police have register it on 16 march 2011 but still they are not able to capture him. I have submitted a photograph of him. I would like to annoce in news paper with his photograph and ask people to help us if they saw ashot kharat. Please advice me on this issue and what I should do?
