Legal Question in Credit and Debt Law in India

Clearing Name from CIbel
I have an ICICI credit card,2007 feb i made purchase of 15,000/-INR and issued a cheque of the same and left for employment overseas ,due to scibling on the account number ,the cheque has been dishonored and there is no means of payment to the bank .After one year i came to india on my vacation in 2008,and contacted ICICI bank offical for settelment ,but the official has not responded on time and left overseas as my leaves are less.now i am in india for my second vacation and came to know that the bank has debited 39000 from my savings account with out my knowledge and been that my name is listed in cibel and the card cannot not activated.please guide me to remove the name from cibel..
