Legal Question in Credit and Debt Law in India

Against a credit card debt payment which went into dispute, my last cheque payment is already past three years. There is no written communication from my side after that. However bank put my savings account in lien from which it took payment in Feb 08. As the amount was small i didnt bother about it and stopped using that savings account. Now again the collection agent are calling with threats of taking legal action.

I would like to know:

1- If the case is already time barred under Section 19 of the Limitation Act?

2 - If a fresh period of limilation can be counted from the date of payment from lien account?
