You can file your fir anywhere. But you have to prove that your card is stolen in the area where the police statation situated. the best place to file the fir is the area where your room is situated. but first of all approached to the bank and asked them to stop the ATM card facility. It could be done even without fir. Then approach to the concern police station.

More important that FIR is a report to the Bank. You should immediate get the card cancelled to avoid further misuse.

You may send the complaint in writing to the SHO with a copy to the SP of the area where the card was lost as per your knowledge.

THINGS YOU NEED TO DO FIRSTLY IS GET YOUR CARD BLOCKED BY THE BANK IMMDE AND AND THEN GO TO PS OF YOUR PLACE OF RESIDENCE OR WHERE CARD IS LOST FILE AN FIR IF THEY DON'T ACCEPT FILE A PRIVATE COMPLAINT IN THE COURT SEEKING THE COURT'S INTERVENTION TO FILE FIR OF POLICE ELSE IF YOU THINK WASTE OF FIGHTING FOR YOUR LEGAL REMEDY THEN SIT AT HOME AND PAY YOUR DEBTS INCURRED THEREON FROM DATE OF LOSS OF YOUR DEBIT CARD
