Legal Question in Credit and Debt Law in India

My friend has taken 2 lakhs rs. from me. He has given me assurance that he will return back that amount in 2 months. He has signed a blank paper and stuck 1 rs. stamp. He has also signed on the 1rs. stamp which is glued on the blank paper. He has given me one blank cheque which has been signed. Is this enough to file a case against him, if he doesn't pays me on time. Is there any other suggestion.

This is good enough to sue him in a criminal as well as civil case to recover your amount.
