if a government employee is arrested & in judicial custody on charges of theft of govt. property, can an internal commitee, formeed by the boss of the office, open the office/almirah of so arrested person's office without obtaining permission from police/magistrate

If it is personal property, then no.

If it is property of office in possession of employee, then yes.
