Legal Question in Credit and Debt Law in India

I had a HDFC Credit card which I have defaulted in payment for 2 years due to un employment. 3 months back I got a job and this month, HDFC Collections department has blocked Rs. 15034/- in my salary account due to which I am not able to withdraw the cash for my living and medical expenses and facing a lot of hardship. Can Anything be done regarding this?

how can the bank block your account without court orders. is there any case pending? in case the total amount blocked is 15 thousand as mentioned, you may withdraw the rest.
