Legal Question in Credit and Debt Law in India

Hi,

I had been making regular payments towards my Barclays credit card till last September and then decided to completely payoff the outstanding amount in one go. But due to some bank mistake, my cheque was not processed and I could never get a proper explanation till today. Anyways I continued to make regular payments till December but then couldn't. So I accumulated a debt of Rs 20000. Last month (Nov 2009) I negotiated and got a settlement offer of 10000 which I promptly paid.

Now, after the payment was made I was given a copy of the "Settlement of account : Offer for full and final settlement" . This document basically just outlined the offer made to me. It doesn't acknowledge the payment I made.

When I asked for a 'No Due Certificate' to the bank, I am being told that No Due Certificate is Issued only If I am clearing the Total Outstanding Balance.

Is this true? If so, does this mean my account has been closed but I still owe Barclays the waived off amount ?

Please help.

File an application under RTI act and dmenad the payments made and their OTS agrement.

Then approach court.
