my saving account lock ICICi bank due to three moths i am not pay but after 3 moths i pay, they told when you are nat payment your account will be lock so my quary credit devission can lock my saving .

Your question is not clear.
It appears, lien has been marked in your saving account due to default in making the payment of credit facility availed from the same bank.
Yes, in such a case, bank may mark lien on your saving account.
