is 498a is just for cruelty for dowry demand or also covers crulety without dowry demand?

only for dowry demand but cruelty can be physical mental or of any kind.

It covers all forms of "cruelty" - including physical, mental, emotional and financial - which have now been defined in DVA. even oral abuses are also covered.

The expression "cruelty"for the purpose of this section means;(a)any willfull conduct which is of such a nature as is likely to drive the woman to commit suicide or to cause grave injury or danger to life, limb or health (whether mental or physical) of the woman; or (b)harrasment of the woman where such harrasment is with a view to coercing her or any person related to her to meet any unlawful demand for any property or valuable security or is on account of failure by her or any person related to her to meet such demand.
