can we file a direct complaint in court u/s 156-3 without approching the police before and what is the tile limit to file a complaint

Complaint to court is not u/s.156(3). It is u/s.200. Depending on facts and circumstances of matter, court may order u/s.156(3).

Limitation is provided by s.468.

The time limit may depend upon the nature of offence. It is always better to first make a representation to the police, by registered post, addressing to - THE SHO of your area with a copy to the SUPERINTENDENT OF POLICE of the district.

If no action is taken by the police, you may thereafter file a criminal complaint in the court with a prayer to pass appropriate orders u/s 156 (3) and send your complaint to the police for investigation.

That can be filed u/s 190&200 of cr.p.c.

There is no direct complaint u/s 156(3) in the court. You may have to file a private complaint for offence under the IPC and pray to the court for an order under section 156(3).
