Legal Question in Criminal Law in India
1) can police areest a person under attrocity act 3(1)-10 without verifying the complainant's caste certificate issued by tahsildar?
2) can police also show the place of offence as residence of accused in above mentioned act?

Last question first: the place of occurrence has to be shown the place where the incident had actually happened;
Ist question: question is not what police can do; whether they can arrest or not is not the issue; You need to focus on your remedies if they have already arrested.
