yes, an application can be filed u/s 156(3) even during pendency of complaint u/s 498a .

156 (3) Cr. P. C. is procedural whereas 498-A I.P.C. is substantive.
In law we may say like this : A complaint u/s 498-A IPC can be filed in the court u/s 156 Cr. P. C. for appropriate directions to the police to investigate the offence.
