Legal Question in Criminal Law in India
it is said that if auction takes place by fraud or collusion it is non existent what does it mean/? if both authority and tenderer are in collusion can any one of yhem take criminal action against the other later when it came into limelight?

Not only criminal action, specific and general civil action remedies are available against collusion in auction between the auctioneer and the successful bidder.
