You can file your case from Palampur or from Chandigarh where your marriage was solmnize or at Panipat, it is your wish. law did not restrain you.

About govt help, if you will register the case under section 406 then govt itself will persue the case and you can hire a private counsel to look after their bail and other matters.

in case the property transactions took place in delhi, the jurisdiction of delhi courts is made out. you can invoke the jurisdiction of palampur only in case you need to file a case for recovering the articles such as stridhan but in case you want the proceeds of your husband's partnership business, then you will have to file a suit in delhi courts. as the suit would civil in natures, you just need to come once to appoint your lawyer and then only when ur evidence is tobe recorded. all other dates would be attended by your lawyer.
