Legal Question in Criminal Law in India

There is a case of corruption in which convict was awarded imprisonment of 12yrs & fine for offence committed 12yrs before . My query is that is this civil offence ? as I came to know that law can be retrospective as well as prospective in civil offences but as far as criminal offences are concerned I came to know that it cant be retrospective ,it can be prospective & applicable for offence or crime committed in present . So I wanted to know that giving & taking bribe is a civil offence of a criminal one ?

it is an offence under prevention of corruption act. but am surprised that the 12 years imprisonment is being awarded. can you reproduce the order without disclosing the name of the court or account or other identification facts.
