Legal Question in Criminal Law in India

i have a case of section 308, i am the second party, and first party is lady,the case no is 581/p/96. it is the case of 1996, now its no is 4362/pw/08,in that case opposite party who claim the file and also the first party will not came for any court date till date,and i was gone most of date,now the problem is that i want a passport for my company who give me chance to up an down at abrod for company work, so how can i get the passport, bcs in the passport application form claerly maintion the colum that if you hav any cases pending on you then you have a NOC fron court, tll me what can i do

Approach the High Court to direct the court to decide the case within fix time or direct the court below to issue you NOC to move abroad.
