Can I file a complaint under section 138 of NI Act if the cheque is bounced due to account closed? Or do I have only option to file compalint under section 420 of IPC

Yes you can file a complaint u/s 138 of NI Act

In my opinion you can send a 'Legal Notice' under Sec 138 and file the case.

If a demand notice was served within the period prescribed and payment of cheque amount not received, you can file NI 138 case within period of limitation.
