Charge Sheet is generally submitted by an I.O. i.e. Investigating Officer.
Depending on nature of case, an I.O. could be even Head Constable or ASI or PSI or PI or ACP etc.

The powers of SHO can be delegated upon his subordinates for the purposes of submitting charge sheet.
