Can a doctor sell(not across counter or displayed or supply medicines to his patients with out drug license?

Dear Sir / Madam,
A doctor usually retains a small stock of medicines (capsules, injections, pills, powders & liquids) for in-house consumption, to be adminstered / issued to his patients.
Bulk supply and sale of drugs / medicines cannot be done without a valid Drug Licence, and a qualified Pharmacist in whose name the licence is issued.

Sale of medicine is not permissible.
However, doctors are permitted to dispense medicines.
