Legal Question in Criminal Law in India

to get document

a criminal cae is pending. charges not yet formed meanwhile one of the accused got photocopy of an important document police has not produced it this document shows the hollowness of the chargesheet this document is a report sent by a senior official to the secretary of govt so this cannot be used by the accused directly .what can be done to draw the attention of the court to this report?how can the accused convince court that there is such a report

An internal departmental communication may not be admissible in evidence. However, you may file an application in the court for directing the police to produce the relevant document with charge sheet.
