Examinership of university while Govt Professor under suspension

A Govt.Medical college Professor& Head has been suspended by Govt.He is simultaneously the Professor & Head of university .Can He work as examiner of that university because govt cannot interfere in university work.University VC can alone only remove him from examinership .Can he set the paper as he has ben asked by the Dean of that university.?

Of course if no one from the university objects. The reason for the suspension may be some different than relating to his work.

One need to know nature of suspension order as also nature of the University i.e. whether an autonomous body or controlled by Govt.
