where can I file 406 case agaianst my husband and my in-laws? Can I file it in the district court of my place?

its better if you appraoch the crime against women cell of your district and file a complaint there. then it would be the duty to CAW cell to recover your articles and the CAW cell would recommend registration of f.i.r if compromise fails.

Yes, you may file a case with the local police. You may even send your complaint by registered post to the concerned SHO of the local Police Station and SP of your district.
