Before filing a suit send legal notice to both the seller and PSEB and see how they react.
Re: Against whom should i file case
Dear sir,
Firstly it is to be cleared that electricity is not a commodity which can be subjectto sale.youmight have purchased electric pump etc.as per rule the deptt.issue one connection for one plot and from the contents it is clear that a electric connection in the name of your plot is already existing which the earlier owner has sold to some other person . It is advisable that you apply afresh for new electric connection to the electric depptt. and also submitt you paper and if deptt. does not pay heed you may approach district consumer forum complaining the deficiency on part of deptt. You may also approach civil court by filing suit for manadory Injunction seeking direction to the deptt.to provide connection to you.
thanks.

Re: Against whom should i file case
you have to file the case against the previous owner as well as new purchaser and pseb. the suit will be challenging the new sale deed and it will be for declaration of ownership of you over the connection .
