Legal Question in Criminal Law in India

FIR has been registered under sections 380,465,467,468,471 of IPC . The chargesheet was filed long back. Now complainant has been sent summons to appear in court. Have the charges been framed before or will the charges be framed after recording statement of complainant ?

either the summons are sent to argue on the charges or it may be in the name of the informant for evidence of prosecution. first the charges are framed and only then the statement of informant is recorded.
