Re: F.I.R.
1.Go to the nearest Police Station and lodge your complaint.
2.If one is illiterate or unable to write, it is the duty of the Police Officer present to help you by reducing your complaint to writing.
3.Information about a cognizable offence can also be furnished to the nearest Police Station over telephone.
4.If the officers present in the Police Station refuse to register the case you may even approach Dy.SP, Addl. SP or Superintendent of Police for lodging your complaint.
5.No duration of time is fixed for lodging an FIR.
6.A copy of the FIR can be had free of cost immediately after registration of a case.
Re: F.I.R.
Relevant part of CRPC is reproduced below:---
154. Information in cognizable cases.
(1) Every information relating to the commission of a cognizable offence, if given orally to an officer in charge of a police station, shall be reduced to writing by him or under his direction, and be read over to the informants and every such information, whether given in writing or reduced to writing as aforesaid, shall be signed by the person giving it, and the substance thereof shall be entered in a book to be kept by such officer in such form as the State Government may prescribe in this behalf.
(2) A copy of the information as recorded under sub-section (1) shall be given forthwith, free of cost, to the informant.
(3) Any person, aggrieved by a refusal on the part of an officer in charge of a police station to record the information referred to in sub-section (1) may send the substance of such information, in writing and by post, to the Superintendent of Police concerned who, if satisfied that such information discloses the commission of a cognizable offence, shall either investigate the case himself or direct an investigation to be made by any police officer Subordinate to him, in the manner provided by this Code, and such officer shall have all the powers of an officer in charge of the police station in relation to that offence.
Note that FIR is ledged only against crimes which are cognizable in nature and nothing else. Its copy is supplied free of cost by the scriber. In case of refusal, contact SP or Court concerned.

You may send your complaint, by hand and/or by registered post to the SHO of the area with a copy to the S.P. Your complaint is recorded as FIR by the police u/s 154 of Cr. P. C. and is assigned to an Investigating Officer for further action.
You may apply to the police or the court of the area for a certified copy of the same.
