Legal Question in Criminal Law in India
my friend had a call from some person telling that he is a lawyer and there is a case filed against him as trai has complained against him under section 120b ipc and there is a warrent issued against and if he wants to be safe he needs to give some application which will cost him 6000 is this possible

It seems some fraud.
First ask the so called lawyer and met him and verify him personally and then got complete copy of the case and then met any local lawyer.

warrant can't be issued until the court send summons and you refuse to accept the same or after receipt fails to appear in court.
