Hai,
I got maried in 2003,and went to u.s with my husband,i came back to india in 2007,and we had some problem,and he is demanding for property.my husband is in u.s with his h1b visa.is there any way i can bring him back to india.can i file a dowry case against him?.

Yes, you may file a criminal case against him in India; on the basis of summons/warrants issued by the police/court, you may seek his appearance here and may also contact the authorities in US for appropriate legal action against him there. If a criminal case is registered against him, his visa may be cancelled.
dowry case can harass his parents but is not an instrument to bring him back as dowry demand is not recognized as an offence in US. it is advisable to file a complaint under Domestic Violence Act as the same is recognized there and with the help of MEA an Interpol, your husband may be deported.
