In India can a person charged under sec420, 408 IPC, get bail? Is it a bailable offence? or can he get Anticipated bail ?

No it is non bailable. It depends on the allegations leveled against the accused in the FIR and the presentation of the lawyer for anticipatory bail,

both the sections are non bailable and you need to apply for an anticipatory bail. the bail can be sought after registration of f.i.r.
