Legal Question in Criminal Law in India

I would like to inform you to that i was suffred in a accident during 1997 year that time i was addmitted to lnjp hospital but the doctors of lnjp hospital that time not cured my injury properly even they discharged me without curing my injury now i still have a injury in my right hand and i lost my whole future due to their negilance as i didnt get any job after completed mba because i am not able to run vehicle even not able to do regular works so i just want to confirm is if i filled a writ petition in high court of delhi against the doctors for demanding claim amount is case is eligible as per limitation act if we proved a genuine reason for filling this case as when my accident happen i was minor but today i am mature and 25 years age completed so please assist me in this regards also i have complete documents of my injury and negilance of doctors of lnjp
