IPC Sec464
It is seen in the expalnation of the section in a judgement 1997(1) Apex court Journal 333 SC ,that making of a false document in the name of a fictitious person intending it to be believed that the document was made by a real person 'may' amount to forgery.Does it mean that it wont always amount to forgery?What is the relevance of 'may' here?

One need to read entire judgment. A word or sentence in isolation is inconsequential.

The word "may" in citation means the keeping in view of the facts of the case, it amounts forgery. It also means that cases having same facts include in this "may".

It may depend upon facts of each case.

the word "may" here states that not in every case the same would amount to forgery. it would also depend upon facts and circumstances of the case and the court cannot take blanket cognizance of the case under the offence of forgery without corroborating evidence.
